The surgery for laryngeal paralysis is called 'tie back' beause one side of the larynx is literally tied back with either one or two stitches. This enables oxygen to get through and allows a dog to breathe more comfortably.
The best person to consult is a soft tissue surgeon who is experienced in this surgery. Although there are some regular vets who perform tie back, they don't have the same expertise and experience as a surgeon who does enough tie backs to perfect the procedure.
